by Gurgen OHANYAN - 43-57 Integrated Project Management Approach in Secondary Education Abstract: After 1990’s and the European integration, Romania faced major changes in the structure and finance of education. There are many decisions regarding the education reform, the decentralization of the public schools, and the curriculum. The education needs to evolve from an abstracted way to a practice way, it most avoids telling and learning things out of the context. The aim of this article is to review international projects current state in public secondary education and to analyze the premises of an integrated project management model, in the decentralized education system. Project management is common for all industries and areas, in different ways, dealing with complex projects or small one. Searching the best practices for the modern education development is an important objective for every government. So, from this perspective, the current study aims at reviewing the integration of the international projects in the schools agenda, evaluating the consolidation of the defining project management elements. The methodology involved a questionnaire-based research among school managers from Constanta County. The main beneficiary of the research study are the school managers and the local public administration institutions too

The aim of the present paper is to provide an in-depth up-to-date analysis of civil servants' perception regarding the implementation of human resources activities in Romanian central government public institutions. In order to have a clearer picture of human resources management particularities in Romanian central government institutions civil servants have been questioned regarding the quality of human resources activities such as performance appraisal interview, career development plan, training needs analysis and mobility within civil service, job analysis or new employees’ induction. by Celia Dana BESCIU - 84-91 Local Public Management and Business Environment in Time of Globalized Economic Crisis Abstract: Local public management in all states is strongly influenced by the global economic crisis. Problems in the local economy significantly influence the capacity of public institutions to create and deliver services for business environment and citizens. Globalization and the crises context have influenced the local economic development in Romania and determined the local governments to adapt policies according to them. This paper presents part of the results of a specific research study about local public management in the period of globalized economic crisis and the government policies for increasing the local economic development. The sample was composed by small and medium size enterprises from Bucharest. They are specialized in export of products in three main areas. The research methodology includes a questioner followed by a semi-structured interview. The main findings of the research are useful for the local business environments actors and the local authorities too. The paper ends with some rrecommendations for Romanian central and local governments for supporting the local business environment in a context of an increased globalized crisis

by Silvia FISSI & Elena GORI & Alberto ROMOLINI - 49-61 Ethical Values and the Human Resources Behaviour in Public Management Abstract: The role of ethical behaviour in public management is crucial for the public organizations’ results and for the citizens’ satisfaction. This idea is already demonstrated by several studies and the practitioners share it. There are limited knowledge about how the newly emerged politico-administrative dichotomy in the Balkans has influenced the formation of ethical behaviour along the management process and how this should be updated, taking into account that it is permanently influenced by regional cultures, by public managers and politicians. The main objectives of this paper are: (1) to identify some features of the human resources behaviour during the management process; (2) to underline the main reasons for unethical behaviour, (3) to identify some recommendations for creating and maintaining an ethically-oriented behaviour. The research methodology was based on questionnaire and included forty persons from the central government level. The paper concludes with some recommendations for improving the ethical behaviour of the human resources involved in the public management process at the central Romanian government
by Armenia ANDRONICEANU - 62-77 Study regarding the Ethics of the Managers from the Municipal Sports Clubs in Romania Abstract: In this paper we conducted a survey to identify the ethics of the managers of sports clubs in Romania. Managers of sports clubs are those who are called upon to ensure the climate conducive to sports performance, in terms of ethics. The objective of the study was to assess the ethical levels of the managers from Romania. The study aims to analyze some ethical issues, such as: violence in sports, discrimination, use of prohibited substances and methods for increasing performance, results rigging, financial engineering, environmental degradation, exploitation of young people and encouraging victory at all cost. The work methodology involved a questionnaire-based study among six managers from three municipal clubs in Romania. The results show that ethical managers in Romania are high, respecting the ethics of both sports and management
