- 1-1 KNOWLEDGE AS A DISTINCTIVE RESOURCE OF COMPETITIVE ADVANTAGE Abstract : The paper focuses on identifying factors that allow companies to gain competitive advantage in global competition, based on the sources of competitive advantage of nations. In the knowledge-based society, knowledge becomes a distinctive resource for any company that innovate in order to develop/strengthen some distinctive core-competencies against its competitors. by Aurel BURCIU & Rozalia KICSI - 1-2 THE ECONOMIC SITUATION OF THE EU AND ITS CONTRIBUTION TO THE INCREASE IN POPULATION’S STANDARD OF LIVING Abstract : The basic structure of our research for this article focuses on identifying, with arguments, reasoning for the following question: „How do we explain the switch between industry and services as a determinant of growth/prosperity for the 28 member countries of the EU?†In order to answer this question, we need to analyze the problems that EU member countries face from an economic standpoint, as well as the contributions of macroeconomic indicators to economic and welfare growth. There are gaps between developed countries and EU new-entrants (in 2004, 2007 and 2013). In the same context, the analysis of the GDP after the plummeting that occurred during the world economic crisis is a must. We highlight a slower GDP growth for EU-28 in 2011, 2012, 2013 (since 2011, the average EU GDP started growing, but the annual growth rate varies across countries; Romania’s average GDP growth rate was approx. 2-3% per year since 2011, which translates into a significant growth when compared to other EU member states), as a result of the major contribution of the service sector to GDP growth and its adaptability to the volatility of competitor markets. Amongst other things, we have showed that the contribution of the service sector to GDP growth was higher for countries with higher GDP per capita. We underline the fact that both developed and developing countries have services-oriented economies. Simply put, in any modern capitalist state, economic growth is particularly based on a broad service sector, as well as industries that comprise high-end technologies (certain industries such as robotics, lasers, IT, biotechnology, pharmaceutical etc. have been directly/indirectly associated), as well as extremely intensive services that are based on knowledge exploration
by Gabriela-Liliana CIOBAN - 1-3 FOREIGN TRADE AT REGIONAL LEVEL IN ROMANIA AS A TOOL IN BUILDING SMART SPECIALISATION STRATEGIES Abstract : In the context of the new EU Cohesion Policy and Europe 2020 strategy, regions are encouraged to build their own development strategies based on specialisation and innovation. Smart specialisation strategies aim to identify and focus on those activities in which the region has comparative advantages and at the same time, are characterized by a high added value. These activities have the power to bring the greatest benefits to the local and regional economy and, thus, reduce disparities between regions and enhance overall competitiveness of European regions. This paper analyzes data on exports and imports at the county level, on sections and chapters of the Combined Nomenclature in order to identify trends of specialisation of economic activity. Moreover, this approach provides information on the competitiveness of these counties, high export rates indicating a better adaptation to international markets. Results show that the majority of counties import and, at the same time, export machinery and electrical equipment, and textiles and textile articles

When we discus about tourism businesses and the measures undertaken by managers to mitigate the effects of the crisis some of them were to reduce the part allocated for expenditures regarding innovation, technologic improvements and went for different types of approaches. An increased attention has been given to sustainable development, sustainable marketing and development in environmental accounting techniques and in our research we explore how they changed the course of the core of the business and how these initiatives are realistic. The overall finding is that sustainable actions exist and they are present in many strategies but they are poorly translated in real actions
by Stefania Lucia BODOSCA - 1-5 REGIONAL PERFORMANCES IN THE CONTEXT OF A TRANSITION TOWARDS THE CIRCULAR ECONOMY: STRUCTURING THE ASSESSMENT FRAMEWORK Abstract : In the light of the Europe 2020 strategy, a new economic concept aiming to provide a sustainable development pathway by transforming the production cycle and optimizing the use of resources becomes more and more promising. Toiling with the current sustenance issues of the widespread linear “take-make-waste†economic model, the circular economy concept promises to generate major economic, societal and environmental changes, by enabling an integrated recirculation of resources in the value chains. This paper elaborates an approach to capture the multidimensionality of the concept by developing an adaptable assessment framework to support further empirical analysis and potential implementation actions. Defined as CMEF framework, the proposed taxonomy aligns with constructs characterising sustainability science, addressing a prospective and an operational dimension. In this regard, the integrated propositional analysis is used to enforce the duality of the model, ensuring a broad understanding of the conceptual background, while providing the decision making organisms with tools to identify the priorities and real chances of success
by Catrinel Elena COTAE - 1-6 TRENDS IN YOUTH EMPLOYMENT: ROMANIA CASE OF STUDY Abstract : Reducing poverty and creating employment are the twin challenges of Europe 2020 strategy. During the crisis period, relative poverty has been increased among 0-17 years of age group and in some Romanian development regions. The European Union is concerned in taking action on increasing youth employment, because: the youth unemployment rate is more than twice as high as the adult one; the chances for a young unemployed person of finding a job are low, when young people do work, their jobs tend to be less stable; early leavers from education and training are a high-risk group; resignation is an increasing concern; a significant percent of young people were neither in employment nor in education or training (NEETs); there are significant skills mismatches on Europe's labour market. IVAN - 1-8 LOCATION MODELS FOR MAIN INDUSTRIES AT MACRO-GEOGRAPHICAL LEVEL USING OPEN GEOSPATIAL DATA AND SOFTWARE: CASE OF ROMANIAN COUNTIES Abstract : This paper reveals the mathematical models to explain the location of industries within macro-geographical areas (Romania’s counties), by means of GIS (Geographical Information System) metrics. While the explained variable (output) was a composite indicator equally weighting employment and turnover quotients computed from statistical data, the explaining variables (inputs) were a set of GIS metrics, computed on geospatial open data, using open GIS software. The preferred method for modelling was the multiple linear regression; different nonlinear functions were tested to provide the best fit. The GIS metrics are an alternative to statistical data, having the advantage of being procured and updated easier by the automatic import of the GIS database. For all industries, the study delivered relevant models. This study is part of a spatial decision support system (SDSS) for the location of enterprises, including both a macro-geographical layer and a micro-geographical layer of factors. This paper’s results can be used independently (the micro-geographical layer was addressed by a previous study). The macro-geographical and the micro-geographical layer could share the 100% weight according to the desired level of location. For example, a governmental organization could grant all weight to the macro layer, while an enterprise could weight more the micro layer
by Cornel GHITA & Gheorghe MILITARU - 1-9 FUNCTIONAL SHORT FOOD SUPPLY CHAINS IN THE FIELD OF ROMANIAN RURAL TOURISM. CASE STUDY: HARGHITA AND NEAMȚ COUNTIES Abstract : Nowadays, one cannot talk about an authentic rural tourism within a certain destination without emphasizing the local cultural heritage (cultural landscape, customs and traditions, gastronomy and so on). In the existing context, the local gastronomy is perceived as a marketing instrument efficient in differentiating the rural touristic destinations. A special place in the development of the traditional cuisine is represented by the setting up and the promotion of the short food supply chains which can be achieved by sustaining the small local producers and by putting into practice an environment-friendly traditional agriculture. Sustaining the partnerships between the owners of accommodation units and the small local agricultural producers represents an essential element in putting into practice a sustainable and qualitative rural tourism. Romania has a substantial potential as regards the enhancement of short food supply chains thanks to: the large number of semi-subsistence agricultural farms (with an area under 5 hectares), the „village-town connection†as regards the food procurement, especially from acquaintances and relatives and the carrying on of a traditional agriculture at a large scale in the rural households.The case studies emphasized in the current paper (Harghita and Neamţ Counties) focus on the existence of short food supply chains, functional in the rural tourism sector under very different ways: touristic sheepfolds, trout farms, inns, authentic holiday villages, peasant guest houses etc

Besides, the existence of a double anchoring was added: first, through the existence of the IMF, but also through the continuing presence of the financial assistance from the European Union. Directions of improving each component based on the principle of subsidiarity and solidarity of interaction in the same mechanism of agricultural development are identified. by Elena Raluca CRISTIAN & Laura - Georgeta BÄ‚RÄ‚GAN (TÄ‚NÄ‚SOAICA) - 1-13 MEASURING THE INFLUENCE OF THE J-CURVE EFFECT ON TRADE IN ROMANIAN FOREST PRODUCTS Abstract : This paper examines the dynamic effect of the Romanian exchange rate indices on bilateral trade of Romanian forest products namely fibreboard, particle board and pulp for paper. Special attention is given to investigate the J-curve hypothesis: whether the trade balance for Romanian forest products benefits from a decline in the value of Romanian Leu (RON). We adopted the autoregressive distributed lag (ARDL) approach to cointegration to estimate the annual bilateral trade data of Romanian forest products from 1991 to 2013 with various countries in the world. We found no evidence of the J-curve phenomenon for the trade in Romanian forest products. The long-run analysis showed the exchange rate to be insignificant in influencing the trade balance of Romanian forest products. This implies that there are no changes in the trade balance for fibreboard, particle board and pulp for paper trade, regardless of whether the Romanian exchange rate depreciates or appreciates. However, income variables were found to be important factors in determining Romanian trade, only in pulp for paper products

ŢUŢUEANU - 1-14 INSTITUTIONAL CHANGES IN EMERGING EUROPE Abstract : The recent global economic crisis has created new conditions and situations for the economic environment and therefore, in this context the rethinking of the institutional system is mandatory. The present paper seeks to propose an empirical model and aims at capturing the interdependencies between the institutional changes and the economic progress in the European emerging countries, in order to emphasize that institutions are the key elements in the process of economic growth. After briefly reviewing the most relevant literatures that have documented the variety of the institutional changes, the paper focuses on the amplitude of the phenomena of institutional changes from the European emerging countries. The research tries to establish a “stimulus – effect†relationship between the changing of the institutional environment and the rate of economic growth and human development. The conclusions for the methodological aspects illustrate that the level of social and economic development is a natural result of the quality of the institutional environment
by Oana Georgiana AMARANDEI - 1-15 INNOVATIVE PRACTICES IN TOURISM. APOSSIBLE MODEL BY FOSTERING SHADOW FACTORS Abstract : The paper is the result of an empirical research, a study that includes a theoretical framework. The data used to test our hypotheses come from 60 small tourism firms from Bihor County, Romania. The research conducted has revealed that actions focusing on innovation must be based on a solid analysis, supported by the knowledge and the understanding of the contextual factors (environment, culture as a mental programming, values) also based on the organizational factors (the management commitment, systemic perspective, learning and practice of experimentation, rapid transfer of knowledge within the organization). For the purpose of this work, the contextual factors that are exogenous represent the shadow factors. The studies performed in three European projects implemented in tourism SMEs of Bihor County have allowed us to advance the idea that contextual and organizational factors, that are identified as the source of innovation are based on rationality, which is enlarged by affectivity and imagination. The identified correlations may be considered, in our opinion an element of novelty and originality. Finally, the purpose of this paper is to provide a possible model, based on the idea of building an innovative firm, the one that has learned how to determine their own employees to be innovative

Reasons for choosing this path are many, but the most important is the lack of support and the need for personal care companions. These two reasons were cited by the elderly from the study, adding that they do not want to be a burden for their children. One of the problems encountered when an elderly person decides to enter a home is the dilemma of choosing a public or private care home. As a consequence, the decision factors at the level of the Line Ministry, ARACIS, especially in universities, should be aware of the importance and the necessity of implementing the student centred education in the Romanian academic educational system. ROȘCA - 1-22 TERRITORIAL COHESION AND LOCAL DEVELOPMENT USING EUROPEAN STRUCTURAL AND COHESION FUNDS AT THE LEVEL OF GROWTH POLES – CASE STUDY GROWTH POLE BRASOV Abstract : The growth poles were established in Romania in 2008 as centers for urban development in compliance with European and national policies and they include an urban nucleus and its rural surroundings. According to the legal framework, for each of the growth poles an Integrated Development Plan should be adopted as basis for European Structural and Cohesion Funds investments. This is a new document in addition to local development plans/strategies of the local communities or counties and regional development plans. From another point of view, the growth poles are representing teritorial units which have to assure territorial cohesion for its urban and rural administrative units. Into this respect, there are different spatial planning documents which have to be followed by the territorial and administrative units, according to the Romanian legislation. Beyond these, there are rules and compulsory criterias for accessing European Structural and Cohesion funds the problems being faced by the associations established by local communities in order to manage the growth poles’s areas. Taking into account all these, we may say that growth poles are the crossing points for different policies translated into plans and operational programmes’s criterias for getting ESC Funds

The study will focus especially on cultural and sports events deployed in Romania, in different regions and the degree in which these events have influenced a region. In the first part of the paper, there are presented some important and drive efficient events, cultural and sports, that succeeded over the years in attracting bigger and bigger audiences, both from the region and from the country or district. The second part of the paper offers the results of a research conducted to see the perception of the inhabitants of such a region that flourishes due to the deployment of events and the degree of awareness of the benefits of hosting this kind of the events. Islamic Banking Sector shows a substantial growth position in Bangladesh. Customer satisfaction is the most significant affecting phenomenon in determining the banking growth. Thus, this study attempts to measure the existing level of customer satisfaction of Islamic Banks in Bangladesh, using the Structural Equation Model (SEM). This study uses the 22 dimensions of customer satisfaction which used in the earlier studies in different countries for measuring the customer satisfaction of Islamic Banking Sector. A total of 385 samples have been taken from six full pledged Islamic Banks in Bangladesh. It reveals form the study that Human Resources and Systemization Service Delivery is the strongest indicator of customer satisfaction of Islamic Banking Sector in Bangladesh followed by Core Product, Service Capability and Social Responsibility. The findings therefore, may be helpful for policy-makers of banking authorities who have been making serious endeavor to sustain the growth of Islamic Banking Sector in Bangladesh

CASE STUDY FOR IDENTIFYING THE MACROECONOMIC TRIGGERS OF FINANCIAL CRISIS WITH PANEL DATA MODELS Abstract : Measuring financial stress is a key research issue that has gained a lot of interest in the years following the extreme events from 2007. Although a lot of models were used for assessing and measuring financial stress, none of the managed to forecast the global crisis from 2007. We can identify three generation of models plus the approach of measuring the probability of a crisis with financial stress indexes. In our paper, we review briefly the most important approaches in measuring financial stress from the specialty literature and we propose a case study for European countries. We apply a logistic regression model for panel data, using macroeconomic indicators with the goal of finding the most important triggers for a financial crisis or otherwise said, the early warning signals of a crisis. We obtain very good accuracy of the proposed model (85%) and the results are of great importance for policy makers and also for researchers. The study highly contributes to the specialty literature, considering that it is the first early warning system developed on macroeconomic indicators only for European advanced and emerging economies. These globally developments can be observed much better at EU level, one of the most integrated areas of the world, which aimed the convergence of financial market, including an important component such as insurance market. As part of the EU, Romania also aims to financial market convergence with the EU countries. The article offers an overview and an analysis of the insurance market in the EU and Romania. Through a wide series of indicators such as: the amount of insurance premiums, degree of penetration, number of employees or number of insurance companies, it will analyze the evolution of this market convergence, as per all EU countries and Romania. It will identify the stage in which the insurance market in Romania is, regarding the requirements of full integration. by Ionel NUTA - 1-37 BUDGET TRANSPARENCY - SUPPORTING FACTOR IN THE CAUSAL RELATIONSHIP BETWEEN GLOBAL COMPETITIVENESS AND CONTROL OF CORRUPTION Abstract : In the last two decades, international institutions, donors, academics are interested in budgetary transparency that promotes public access to information about budgets, government policies and financial activities of governments in order to make them accessible to citizens. Social reformers promote the idea that a high score of open budget index is the main incentive to influence policymakers to adopt policies to reliably optimize public finances. The purpose of this paper is to analyze the influence of corruption at the level of sustainable prosperity, having as support factor the budgetary transparency. We also investigate the reasoning in reverse, where, in turn, corruption is influenced by the level of sustainable prosperity and we discover that the relationship between these two variables is circular. Evaluation of the results could serve as guidance for governments to investigate the effects of the adopted strategies for sustainable development and improving governance policies at national level through direct contribution to economic growth
by Violeta Maria CIMPOERU - 1-38 ASSESSING THE CURRENT STATE OF DEVELOPMENT OF ORGANIc AGRICULTURE IN THE NORTH-EAST REGION OF ROMANIA Abstract : The paper analyses the development of organic agriculture in the North-East Development Region of Romania, particularly during the current economic crisis. The organic agriculture sector represents a relatively new area of interest for farmers in Romania, as the first signs of organisation and utilisation of land and livestock according to organic farming rules and principles date back to 1997, when the first organic producers’ association, known as “Asociaţia Bioterra†, was established. In recent years, organic farming has grown exponentially in Romania, the North-East Development Region being the main region in the country in terms of the number of registered operators, areas of organic pasture and total agricultural areas. About 20% of all organic farming activity was conducted, in 2013, in the counties in the North-East Development Region. Ecological farmers in Suceava county are among the promoters of this crop system in Romania, their number (2,000) being very high in relation to the number of farmers in the region and even the country overall, standing at about 13% in 2013. For the purposes of analysing the evolution of the organic farming sector in the North-East Development Region of Romania, official statistical sources were consulted and the reports of the Agriculture directorates of the counties of Bacău, Botoșani, Iaşi, Neamţ, Suceava and Vaslui. The findings demonstrate that organic agriculture in North-East Development Region of Romania is in a stage of consolidation, with the vast majority of agricultural land and of livestock farmed according to the rules and principles of organic agriculture are certified

The preferential tax allowances and exemptions motivate farmers to undertake specific activities, in accordance with the main objectives of the agricultural policy. As a result of such activities, the agricultural sector receives additional support, which officially is not subject to public control, at the same time contributing to a considerable burden of EU budgets. The aim of the article is to evaluate the selected tax expenditures addressed to farmers, contained in the German personal income tax. The paper is an attempt to answer the question, whether the method for estimating income from agricultural production used in the German personal income tax law has an impact on reducing tax burdens of farm owners and what the consequences are for the agricultural sector, especially in the area of changes in the area structure of farms

A MULTIMETHOD ANALYSIS Abstract : The impact of information society – as a factor of organizational change (Dovenport, 2003) on performance of firms is increasingly approached and measured – by means of statistical indicators – in the specialty literature, developing in a fast pace and influencing all business sectors, from industrial, services, either touristic, medical, educational or public administration. Within the EU – 28 countries positive evolutions were registered in 2014 compared with 2010 related to adoption of e-business technologies in enterprises. In Romania, the development of indicators concerning information society compared to that of EU-28, have registered growth rates much higher than those of EU-28, EU-27 or Euro area, especially following the post-accession to the European Union. The average values of IT&C indicators for Romania - according to Eurostat – are much more different compared to EU-28 and, in this study we have applied statistical testing methods as regards these differencies by means of the Student t test. The results have shown that for two of the seven indicators of information society there are significant differencies, for share of enterprises' turnover on e-commerce and enterprises having received orders online (at least 1%), respectively

The purpose of this paper consists in the construction of a Panel VAR model, which has the role to test the Ricardian approach to deficits in several countries from Central and Eastern Europe. The analyzed countries are Austria, Czech Republic, Hungary, Bulgaria, Romania and Ukraine and the time interval starts in 1998 and it ends in 2013. The used variables are the gross national saving rate and the budget balance for each of the six countries. Our results show that in this geographical-economical area, the Ricardian approach to deficits does not hold as a valid macroeconomic theory
by Daniel BELINGHER - 1-42 SIMULATING AN EVOLUTIONARY MULTI-AGENT BASED MODEL OF THE STOCK MARKET Abstract : The paper focuses on artificial stock market simulations using a multi-agent model incorporating 2,000 heterogeneous agents interacting on the artificial market. The agents interaction is due to trading activity on the market through a call auction trading mechanism. The multi-agent model uses evolutionary techniques such as genetic programming in order to generate an adaptive and evolving population of agents. Each artificial agent is endowed with wealth and a genetic programming induced trading strategy. The trading strategy evolves and adapts to the new market conditions through a process called breeding, which implies that at each simulation step, new agents with better trading strategies are generated by the model, from recombining the best performing trading strategies and replacing the agents which have the worst performing trading strategies. The simulation model was build with the help of the simulation software Altreva Adaptive Modeler which offers a suitable platform for financial market simulations of evolutionary agent based models, the S&P500 composite index being used as a benchmark for the simulation results

Identifying the dominant forms of employee training and determining the level of employee satisfaction by the existing training programs, which is the basic goal of this paper, enable bank managers to obtain valid information on appropriate changes of certain training programs and development of employees. The paper presents the results of the empirical research conducted in a subject BiH bank, aimed at defining the methods of employee training that are characteristic of the banking sector and the level of employee satisfaction by training programs they attend. The research included 172 employees of the subject bank (40.66% of the entire number). The authors believe that the critical analysis of the employee training and development methods applied in the banking sector as well as the criteria for selecting the programs for the realization of these methods can lead to widening the scientific knowledge in the field of HRM in banking and to creating specific recommendations for bank managers which they can/need apply in their practice in order to improve the entire business operations
by Adisa DELIĆ & Emira KOZAREVIĆ & Lejla SMAJLOVIĆ - 1-4 COUNTRIES ON GLOBAL SCIENTIFIC AND EDUCATIONAL MAP: INTELLECTUAL PROPERTY PROTECTION IN ROMANIA AND UKRAINE Abstract : Various indicators are used to characterise national scientific and educational systems (SES), but they do not provide clear disposition within global knowledge economy. The paper to identify the disposition of modern national SES o Romania and Ukraine conducted the testing of methods of building competitive maps of global scientific and educational space (SESp) using the sample of intellectual property rights (IPR) protection. Paper provides reasons for choice of indicators for mapping global SESp. Analysis of correlation of these parameters with GDP per capita found that over the past decade there was closest correlation with quality of IPR protection, which causes high competitive status of developed countries. Confirmed the hypothesis of the need to consider the size of GDP per capita to meet the task of building of competitive market map (CMM) based on qualitative indicators. The analysis of SESp maps revealed few leaders and that a number of IPR protection systems are adequately implemented and functioning. Both Romania and Ukraine are found among global outsiders at the moment. Taking into account that the period under review encompassed almost a decade, we conclude that economy is characterized by a significant lag processes in science and education markets on the sample of IPR protection, but there are good examples of fast improvements and their international recognition
by Denys Olexandrovych ILNYTSKYY - 1-5 TERRORISM, AS SOCIO-POLITICAL PHENOMENON AND IMPEDING FACTOR FOR GLOBAL BUSINESS Abstract : Economic stability and peace are the important determinants of socio-economic development in the modern world. Analysis of the situation in conflicting regions worldwide clarifies that at the modern stage it is very complicated to reach this. One of the main factors, which cause the process of economic and political destabilization, is global terrorism, which became the world’s important phenomenon. After the terrorist act of 11 September in the USA in 2001 and the terrorist act on the journal “Charlie Hebdo†in Paris in 2015 the problem became more acute. Compared with 2013, in 2014 the world terrorism threat increased up to 61%, which considerably limits dynamic development of the global market. In such countries, where threat of terrorism is high, it becomes far difficult to develop the international trade relations, inflow of foreign investments go into decline, and the danger of starting business is high. Within this context, the main principles of market formation are determined not by the supply-demand phenomenon, but the main source of its destabilization is the fear caused in result of terrorism. In result of we receive atrophied market relations, when separate states possess relevant resources and economic potential for economic development, but in result of interference of exogamic forces (terrorism) it is impossible to perfectly master them and, owing to this, dynamic development of the economic system. In this sense, we have used the results of the 2012 survey on the „Attitudes of Europeans towards building the single market for green products†, as well as the 2012 statistical information referring to EU member countries’ economic development, provided by Eurostat. The results indicated which macroeconomic variables exert a significant influence on each pro-environmental attitudinal component. by Slavica ROCHESKA & Marjan ANGELESKI & Gjorgji MANCHESKI - 1-24 SHADOW ECONOMY AND FOREIGN DIRECT INVESTMENTS: AN EMPIRICAL ANALYSIS FOR THE CASE OF ROMANIA Abstract : Shadow economy (SE) represents a controversial phenomenon, present more or less in all economies, whose empirical estimates should be regarded with due reserve. The main goal of this paper is to analyze the nature of the relationship between Romanian shadow economy, expressed as % of the official GDP and the foreign direct investments (FDI) using two causality analysis methods, namely the Granger causality analysis method and the Toda-Yamamoto procedure, based on quarterly data, over the period 2000-2010. The paper will also try to particularize the implications of this relationship on the sustainable development of the Romanian economy. For that purpose we will use the shadow economy series estimated in a previous article using one of the monetary approaches, the currency demand approach, based on econometrical methodology of error correction models and co-integration. The quantitative demarche of shadow economy estimation is detailed in author (2013). The empirical results highlight a unidirectional short-run causality that runs only from foreign direct investments to the shadow economy. The impulse responses function indicates a short-run negative relationship between FDI and SE

Theme presents a topic of great interest, both theoretically and practically, given possible solution to increase public budget revenue in these countries, most of them being new member stated of European Union and who wants to catch up all the lost period within socialism time. As a common conclusion it can be seen that all countries need to improve their judicial system and combating crime and tax evasion. It is necessary to increase the independence of the judiciary, reducing bribery, reducing undeclared work and the establishment of independent anti-corruption institutions. Also the analyzed countries must improve public expenditure system, reducing bureaucracy and pay attention on profitable investments in order to increase budget revenues and encourage employment and unemployed university graduates, this is possible also by improving the mechanism of attraction and use of EU funds for investment within public and private sector
by Narcisa Roxana MOSTEANU - 1-26 ECONOMIC GROWTH AND IMPACT FACTORS IN COUNTRIES OF CENTRAL AND EASTERN EUROPE Abstract : This paper starts from the premise that the performance of the economies of different countries, respectively their economic growth, is synthetically expressed by the GDP growth rate indicator, whose dynamics evolves under the impact of a variety of determining factors, including some of financial-monetary nature. Thus, there are highlighted specific causal linkages and influences of economic and financial factors represented by certain indicators (inflation, unemployment, exports as percentage of GDP, imports as percentage of GDP, domestic credit as percentage of GDP, non-performing loans rate) to GDP growth rate, by using econometric methods. Much of the paper is focused on shaping an econometric model in which GDP growth rate is dependent variable and the other mentioned indicators are impact factors, respectively determinant variables. Along the mentioned determining factors, in our model is evaluated also the impact of the manifestation of the recent financial crisis, considering it as an additional determinant dummy variable. By processing the data for a group of countries of Central and Eastern Europe, over the period 2000-2013, there result findings on the impact of each of the determining factors on the economic growth in the countries concerned and are formulated the appropriate assessments and conclusions

Thus, emigration is often seen as a solution against unemployment, both phenomena being part of the situation that these county is facing with. Neglecting the long-term effects, at the present moment emigration is seen as a solution for the high rate of unemployment. If emigration is seen like a salvation solution for unemployment on short and mediumterm, it is hard to foresee the exactly long-term impact, but should not be neglected the risks of a highly negative long-term impact.
