L'apport de la théorie économique à la définition d'externalité

Abstract

La notion de dommage à l'environnement est tout à fait centrale en économie de l'environnement, car sans internalisation des effets externes, c'est-à-dire sans prise en compte des dommages dans le calcul économique, non seulement la détérioration de l'environnement va se perpétrer, mais en plus, nulle gestion économique efficace des ressources ne sera possible. Or, faire entrer les dommages dans la sphère économique implique de leur affecter une valeur monétaire. L'éclaircissement du concept et de la nature du terme externalité est sans doute un point de passage obligé pour mener une analyse approfondie des problèmes évoqués. Mais peut-on procéder à la fois à une valorisation des externalités et se soustraire à la mise en évidence des faiblesses et des contradictions de la conceptualisation théorique?. À cette fin une première partie du travail vise une critique de la pensée économique sur ce sujet. La deuxième partie présente une catégorisation des types d'externalités.
