Destandardisierung von Erwerbsverläufen und Rückwirkungen auf die Alterssicherung

Abstract

Die Studie beleuchtet Dimensionen einer Destandardisierung von Erwerbsverläufen in Österreich und die Rückwirkungen auf das Alterssicherungssystem. Rund zwei Drittel der unselbständig aktiv Beschäftigten (66,2%; rund 2,8 Mio. Personen) und damit die Mehrheit sind nach wie vor stabil, also ganzjährig beschäftigt. Allerdings nahm der Anteil der instabil Beschäftigten in den vergangenen Jahrzehnten deutlich zu, unter den Beschäftigten ohne österreichische Staatsbürgerschaft erhöhte er sich auf 55,3%. Instabil Beschäftigte verzeichneten in den vergangenen eineinhalb Jahrzehnten Reallohnverluste. Das Beitragsaufkommen in der gesetzlichen Pensionsversicherung wurde bislang durch den steigenden Anteil der instabilen Beschäftigungsverhältnisse kaum gedämpft, da die Einkommensdynamik der stabilen Beschäftigungsverhältnisse die schwache Beitragsentwicklung des instabilen Segmentes weitgehend kompensierte.
