Anstieg und Verfestigung der Arbeitslosigkeit seit der Wirtschaftskrise. Entwicklung, Ursachen und Handlungsansätze

Abstract

Aktuell entspannt sich die Lage auf dem österreichischen Arbeitsmarkt. Die schwierige Phase im letzten Jahrzehnt hinterließ jedoch bleibende Spuren. Unmittelbar nach Ausbruch der Finanzmarkt- und Wirtschaftskrise 2008/09 und während einer mehrjährigen Stagnationsphase der Wirtschaft ab 2012 stieg die Arbeitslosigkeit besonders stark und erreichte 2015/16 einen neuen Höchstwert. Als Folge dieser Entwicklung befindet sie sich trotz des aktuellen Rückganges nach wie vor auf einem außerordentlich hohen Niveau. Hinzu kommt eine zunehmende Verfestigung der Arbeitslosigkeit, der Anteil der Langzeitbeschäftigungslosen an den Arbeitslosen hat sich nahezu verdoppelt. Die vorliegende Studie zeigt anhand einer Analyse der Entwicklung im vergangenen Jahrzehnt die zentralen Ursachen des Anstieges und der Verfestigung der Arbeitslosigkeit auf und welche politischen Handlungsoptionen daraus abgeleitet werden können.
