Niedriglohnbeschäftigung und Sozialversicherungsabgaben

Abstract

In Österreichs Privatwirtschaft bezogen 2010 gemäß der europäischen Verdienststrukturerhebung 15,1% der unselbständig Beschäftigten Einkommen unter der Niedriglohngrenze von 8,6 € brutto pro Stunde, im europäischen Durchschnitt waren es 17%. Bezogen auf die Gesamtwirtschaft arbeitet jede 3. vollzeitbeschäftigte Frau und jeder 15. vollzeitbeschäftigte Mann auf einem Niedriglohnarbeitsplatz. Niedriglohnphasen beeinträchtigen langfristig die individuelle soziale Absicherung, das Lebenseinkommen sinkt im Durchschnitt um 5% pro Jahr in Niedriglohnbeschäftigung. Individuelle Einkommensverbesserungen und eine geringere Abgabenbelastung im unteren Einkommensbereich können mit einer Senkung der Sozialversicherungsabgaben erreicht werden. Wie eine Schätzung mit dem WIFO-Mikrosimulationsmodell zeigt, würde eine Sozialbeitragsreform für Monatseinkommen bis 1.500 € die verfügbaren Einkommen der unselbständig Beschäftigten um 290 Mio. € erhöhen.
