Abstract

The focus of this article is the role of mini-jobs in the employment strategies of companies. Based on empirical evidence it is shown that the non-discrimination rule according to the German “Part-time Work and Fixed-term Employment Contracts Act” is frequently undermined in practice. As a consequence, the mini-jobs turn out to be a low-wage trap for the large majority of the marginal part-time employees which also affects the whole labour market. Employers obviously use mini-jobs as an “exit-option” from collectively agreed and statutory standards in order to reduce their labour costs. As the authors’ analysis suggests that the number of allies for an effective enforcement of equal treatment tends to be low in practice, they argue that the serious repercussions cannot be effectively eliminated without abolishing the particular status of mini-jobs.
