Öffentliche Arbeitsvermittlungssysteme und ihr Einfluss auf Suchverhalten und Erfolg der Arbeitssuche

Abstract

Die vorliegende Studie beleuchtet die Rolle der öffentlichen Arbeitsvermittlung und der dafür eingesetzten Beratungs- und Vermittlungsleistungen hinsichtlich des Arbeitssuchverhaltens und des Sucherfolges der Arbeitslosen. Wie der Vergleich mit Deutschland, der Schweiz, Großbritannien, Dänemark, den Niederlanden und Australien zeigt, ist Österreich in der aktiven Arbeitsmarktpolitik nicht einer allgemeinen Akzentverschiebung hin zu kürzeren und vergleichsweise kostengünstigeren vermittlungsorientierten Maßnahmen gefolgt, sondern legt bis heute einen starken Fokus auf Bildungs- und Qualifizierungsmaßnahmen. Zudem sind nennenswerte Unterschiede in der konkreten Vermittlungspraxis zwischen dem AMS Österreich und den öffentlichen Einrichtungen der anderen Länder zu verzeichnen. Gemäß einer detaillierten Untersuchung für den österreichischen Arbeitsmarkt ist das AMS ein bestimmender Faktor im Suchprozess der Arbeitslosen und übt einen signifikanten Einfluss auf ihre Suchintensität und ihren Sucherfolg aus.
