Österreich 2025 – Eine Agenda für mehr Dynamik, sozialen Ausgleich und ökologische Nachhaltigkeit. Fortschrittsbericht

Abstract

Österreichs Wirtschaft steht heute vor einer Weggabelung: Nach einem beeindruckenden Aufstieg in die Riege der einkommensstärksten Volkswirtschaften erlebt sie nun schon ein halbes Jahrzehnt schwachen Wachstums, sinkender Reallöhne, steigender Arbeitslosigkeit und schrumpfender Marktanteile. Ohne wirtschaftspolitische Neuorientierung droht ein Abgleiten ins Mittelfeld. Eine Rückkehr an die Spitze erfordert eine neue Strategie. Angesichts dieser Diagnose erarbeitet das WIFO in seinem aktuellen Forschungsprogramm "Österreich 2025" auf der Basis detaillierter Analysen eine über fünf Politikfelder gespannte Reformagenda: Innovationen stärken mit Fokus auf Erhöhung der Energie- und Ressourcenproduktivität – ökonomische Dynamik heben durch Investitionen in neue Infrastruktur und Verringerung der Einkommensunterschiede zur Belebung des Konsums sowie Senkung der Regulierungsdichte und Erleichterung von Betriebsgründungen und Unternehmenswachstum – Arbeitslosigkeit bekämpfen durch Qualifikationsstrategien, symmetrische (Arbeitnehmer- wie auch Arbeitgeberpräferenzen berücksichtigende) Flexibilisierung der Arbeitszeit sowie Senkung der Abgaben auf den Faktor Arbeit – Entkoppelung des Energie- und Materialverbrauchs vom Wirtschaftswachstum forcieren – Öffentlichen Sektor als Motor der Reform einsetzen durch Umstrukturierung der Abgaben weg vom Faktor Arbeit hin zum Ressourcenverbrauch (bei insgesamt sinkender Abgabenbelastung) sowie Ausrichtung der Investitionen auf ökologische und soziale Innovationen.
