Österreich 2025: Eine Agenda für erhöhte Dynamik, sozialen Ausgleich und ökologische Nachhaltigkeit

Abstract

Österreichs Wirtschaft steht heute vor neuen Herausforderungen: Nach einem beeindruckenden Aufstieg in die Gruppe der einkommensstärksten Volkswirtschaften wächst sie nun schon seit einem halben Jahrzehnt nur schwach, die Arbeitslosigkeit steigt. Die Kombination aus geringem Wachstum und höherer Inflation kann prima facie als wettbewerbsbedingte Produktionsschwäche gedeutet werden. Eine Rückkehr an die Spitze erfordert eine neue Strategie. Angesichts dieser Diagnose erarbeitet das WIFO in seinem aktuellen Forschungsprogramm "Österreich 2025" auf der Basis detaillierter Analysen eine über fünf Politikfelder gespannte Reformagenda: 1. Innovationen stärken mit Fokus auf Erhöhung der Energie- und Ressourcenproduktivität, 2. ökonomische Dynamik heben durch Investitionen in neue Infrastruktur, Senkung der Einkommensunterschiede und Verringerung der Regulierungsdichte, 3. Arbeitslosigkeit bekämpfen durch Qualifikationsstrategien, symmetrische Flexibilisierung der Arbeitszeit sowie Senkung der Abgaben auf den Faktor Arbeit, 4. Entkoppelung des Energie- und Materialverbrauches vom Wirtschaftswachstum und 5. den öffentlichen Sektor als Motor der Reform einsetzen durch Umstrukturierung der Abgaben (bei insgesamt sinkender Abgabenbelastung).
