Konjunkturprognosen und Prognoserisiko

Abstract

Die in jüngster Zeit vorgenommenen Revidierungen der Prognosen für Deutschland und die Weltwirtschaft führten teilweise zu Irritationen und auch zu Kritik an den Prognosen. Offenbar gibt es in der Öffentlichkeit Missverständnisse über das Ziel von Konjunkturprognosen und über deren Risiken. Ziel der Prognosen ist es, Richtung und Stärke der Konjunktur und die konjunkturellen Wendepunkte möglichst gut abzuschätzen. Da sich die Rahmenbedingungen der Schätzung ändern können, sind Prognosen naturgemäß mit Risiken behaftet. Deshalb ist es wichtig, die Prognosen entsprechend den Veränderungen der Rahmenbedingungen zu revidieren. Angesichts der vielfältigen Fehlerquellen und Risiken erwiesen sich die Prognosen des ifo Instituts, den tatsächlichen Wirtschaftsverlauf im Zeitraum 1991 bis 1999 betreffend, als sehr treffsicher.
