Anhaltend schwache Baukonjunktur bremst Wirtschaftswachstum in Europa bis 2003

Abstract

Am 18. und 19. Juni 2001 fand in Kopenhagen die 51. EUROCONSTRUCT-Konferenz statt. Im Mittelpunkt standen aktualisierte Prognosen für den europäischen Bausektor, wobei wiederum 15 west- und vier ostmitteleuropäische Staaten einbezogen wurden. Im Ergebnis zeigte sich, dass 2001 für Europa eine deutliche Wachstumsabschwächung (knapp + 1 1/2 % nach fast + 3%) der realen Bauleistung erwartet wird. Danach nimmt die Bauleistung zwar beschleunigt zu, der Wachstumspfad bleibt aber flach (etwa + 2% in den beiden Folgejahren). Ursächlich hierfür ist die Bauschwäche in (Teilen von) Westeuropa; für Ostmitteleuropa wird eine kräftige Ausweitung der Bautätigkeit prognostiziert. Während der Wohnungsbau zunächst zurückgeht und dann nur unterdurchschnittlich zunimmt, weil der Neubau als kräftige Bremse wirkt, expandiert der Nichtwohnbau (Hochbau) wesentlich stärker, und der Tiefbau wirkt mit einer Zunahme um über 10% im gesamten Prognosezeitraum als Stütze der Nachfrage nach Bauleistungen. Der Bauanteil am Bruttoinlandsprodut sinkt in Westeuropa weiter auf rund 10 1/2 %, in den ostmitteleuropäischen Ländern steigt er aber bis 2003 kontinuierlich auf über 12 1/2 % an.
