Zeitarbeit in Deutschland: Trends und Perspektiven

Abstract

Zeitarbeit bietet Unternehmen ein zusätzliches Instrument zur flexiblen Personalanpassung. Zudem eröffnet sie Berufsanfängern und vormalig Beschäftigten einen alternativen Weg in den Arbeitsmarkt. Der vorliegende Aufsatz analysiert die wirtschaftliche Bedeutung, die wechselnden gesetzlichen Rahmenbedingungen und die ökonomischen Entwicklung der Zeitarbeit am deutschen Arbeitsmarkt. Sinkende Löhne beisteigenden Beschäftigungsanteilen deuten auf eine Ventilfunktion für den regulären Arbeitsmarkt hin, insbesondere für Arbeitskräfte ohne Ausbildung. Hohe Aufschläge für Zeitarbeitseinsätze trotz fallender relativer Entlohnung spiegeln zugleich einen erheblichen Schattenpreis für diese Arbeitsform wider. Zusammenhänge zwischen Beschäftigungsstand, Lohnniveau und -dynamik, Zugangsquote zum Sektor und Beschäftigungsfluktuation deuten jedoch insgesamt eher auf Angebot- als Nachfragefaktoren hin als den relevanten Engpass für den bisherigen Ausbau der Zeitarbeitsbranche.
