La cogestion à l'épreuve de l'Europe, le cas de la réforme de la Politique Agricole Commune

Abstract

La réforme de la politique agricole commune (PAC) a incontestablement ouvert une ère nouvelle dans la conduite des politiques publiques dans le domaine agricole. L'objet de cette communication est d'éclairer les processus institutionnels à l'œuvre au sein de l'État français pendant la négociation de la réforme entre février 1991 et mai 1992. Constatant que ce changement fondamental de politique publique s'est produit contre la volonté d'un de ses acteurs majeurs qu'est l'acteur corporatiste, on posera la question de la pertinence du modèle de la cogestion, cadre d'analyse classique et consacré de la politique agricole en France. Il semble en effet que cette grille d'analyse s'avère en grande partie inadéquate pour expliquer les événements qui intéressent ici. L'esquisse d'une reformulation d'un modèle de l'action publique dans le domaine agricole semble devoir passer par un élargissement du champ de politique publique étudié ainsi que des acteurs considérés tout d'abord, et par une connaissance plus précise des enjeux de pouvoirs à l'intérieur du secteur ensuite. D'un point de vue plus formalisé, l'objet de cette communication est d'exposer comment un système national de politique publique peut être totalement désorganisé par des enjeux d'origine externe, de décrire les formes prises par ce bouleversement, et de montrer que cette désorganisation transitoire du système peut représenter la concrétisation de sa capacité d'adaptation et d'apprentissage social, la preuve de sa capacité à "gérer" le changement.
