Abstract

La Politique Agricole Commune s'est mise en place au cours des années 60 autour du référentiel global de modernisation des politiques publiques. Du point de vue de son contenu, elle était cohérente avec le contexte socio-économique de l'époque, c'est-à-dire orientée vers la modernisation des structures agricoles et I'accroissement de ta production en vue de I'autosuffisance alimentaire ; conformément à ces objectifs, la batterie d'instruments de politique économique mis en oeuvre était avant tout incitative (prix garantis), interventionniste et protectionniste par rapport au reste du marché mondial (prélèvements variables sous forme de restitutions à I'exportation, et de droits de douane à l'importation). Du point de vue de sa légitimation politique, la PAC avait été conçue comme le fer de lance de la construction européenne et avait pour vocation d'assurer une base solide et intégrative au projet communautaire ; dans l'échange pol1ique très fortement institutionnalisé auquel sa genèse a donné lieu, la composante corporatiste a eu un poids capital (les professionnels français ayant d'ailleurs été particulièrement actifs dans le processus).
