Horizontale Politikverflechtung: Zur Theorie von Verhandlungssystemen

Abstract

Politik verlagert sich immer mehr aus parlamentarischen oder hierarchischen Institutionen in pluralistische, korporatistische oder intergouvernementale Verhandlungssysteme, in denen Vorhaben nur mit der Zustimmung aller Beteiligten verwirklicht werden können. Die Funktionsweise solcher Verhandlungssysteme ist in der Politikwissenschaft noch wenig erforscht. Die Beiträge des Bandes beziehen sich auf das empirisch untersuchte Beispiel der Zusammenarbeit zwischen Hamburg und Schleswig-Holstein. Das theoretische Interesse gilt der Frage, unter welchen Bedingungen Verhandlungslösungen die gleiche Leistungsfähigkeit erreichen können, wie sie von einer etwaigen Vereinigung der beiden Länder erwartet wird.
