Was erklärt die Lohnunterschiede zwischen Ost- und Westdeutschland?

Abstract

Auch über 25 Jahre nach der deutschen Vereinigung sind noch immer starke Lohnunterschiede zwischen Ost- und Westdeutschland zu beobachten. Mithilfe verknüpfter Arbeitgeber-Arbeitnehmer-Daten lassen sich 40 % der im Jahr 2010 beobachteten Ost-West-Lohndifferenz auf strukturelle Unterschiede in persönlichen, betrieblichen und regionalen Charakteristika zurückführen. Besonders bedeutsam sind dabei die Betriebsgrößen- und Preisunterschiede zwischen Ost- und Westdeutschland. Auch die höhere Erwerbsbeteiligung der Frauen und die geringere Tarifbindung in Ostdeutschland tragen zur Lohndifferenz bei. Da sich viele der identifizierten Einflussfaktoren einer direkten wirtschaftspolitischen Einflussnahme entziehen, dürfte auch in Zukunft nicht mit einer raschen Angleichung der Löhne in Ost- und Westdeutschland zu rechnen sein.
