Von der innovationsorientierten Regionalförderung zur regionalisierten Innovationspolitik

Abstract

Der Beitrag behandelt die wissenschaftlichen Diskussion um die Beeinflussung regionaler Innovationsbedingungen, die mit dem von Hans-Jürgen Ewers und Ko-autoren entworfenen Konzept der innovationsorientierten Regionalpolitik angestoßen wurde. Zwar haben sich viele der dem Konzept der innovationsorientierten Regionalpolitik zugrunde liegenden Vorstellungen empirisch bestätigt, allerdings ist die zentrale Hypothese, Innovationsaktivitäten im ländlich-peripheren Raum seien gegenüber den Zentren "benachteiligt", kaum haltbar. In der aktuellen politi-schen Diskussion spielt vor allem die Regionalisierung der Innovationspolitik eine Rolle, die kein Ausgleichsziel verfolgt. Nach wie vor aktuell ist die im Konzept der innovationsorientierten Regionalpolitik vorgeschlagene Strategie der Stimulierung endogener Potentiale.
