Die Lohnfindung in Deutschland in einer internationalen Perspektive: Ist das deutsche System ein Auslaufmodell?

Abstract

Der Beitrag untersucht verschiedene Aspekte des Lohnfindungsprozesses und geht international vergleichend der Frage nach, inwieweit die Regelungen in Deutschland geändert werden müssen. Im Mittelpunkt stehen dabei die Lohnstruktur u.a. auch im Zusammenhang mit der Schaffung von Arbeitsplätzen für Problemgruppen, der Zentralisierungsgrad von Lohnverhandlungen in Verbindung mit der Diskussion um den Flächentarifvertrag, effiziente Verträge über Lohnhöhe und Beschäftigung sowie einige Bemerkungen zur Streikaktivität. Abschließend werden einige mögliche Innovationen im Tarifvertragssystem diskutiert. Der Beitrag kommt zum Ergebnis, daß das deutsche Modell der Lohnfindung kein Auslaufmodell darstellt, eine behutsame Modellpflege gleichwohl unerläßlich ist.
