Tarifpolitischer Bericht. 2. Halbjahr 2019: Konfliktlösung durch Schlichtung und Mediation

Abstract

Im 2. Halbjahr 2019 wurden in lediglich fünf der 19 in das Tarifmonitoring des Instituts der deutschen Wirtschaft einbezogenen Branchen Tarifverhandlungen geführt: In der Chemischen Industrie, im Bauhauptgewerbe, in der Gebäudereinigung, in der Luftfahrt und in den Krankenhäusern. Außerdem wurde in der ostdeutschen Metall- und Elektro-Industrie eine Gesprächsverpflichtung aus dem Jahr 2018 eingelöst, Lösungsmöglichkeiten einer Ost-West-Wochenarbeitszeitanpassung auszuloten. Der Schwerpunkt der Tarifverhandlungen lang 2019 im 1. Halbjahr. In diesem Halbjahr lag die Anzahl der untersuchten Konflikte bei zwanzig. Während von den insgesamt vier schwelenden Tarifkonflikten im Luftverkehr auch im 2. Halbjahr 2019 noch drei ungelöst blieben, kam es in der seit Februar 2018 andauernden Auseinandersetzung in der Gebäudereinigung zu einer Einigung. Sie sieht Verbesserungen für Teilzeitkräfte und höhere Zuschläge vor. Im Bauhauptgewerbe wurden im Rahmen einer Schlichtung neue Branchenmindestlöhne vereinbart. In der Chemischen Industrie wurde erstmals ein tarifliches Pflegegeld eingeführt. Zudem erhalten die Beschäftigten ein neues Zukunftskonto, das auch ein Wahlmodell mit "Freizeit statt Geld" beinhaltet. Die ungelösten Konflikte bei der Lufthansa und ihrer Tochter Eurowings sollen im Rahmen einer Schlichtung gelöst werden. Eine Auswertung des Konfliktgeschehens für 2019 zeigt, dass es in der Druckindustrie, im Bankgewerbe, in der Gebäudereinigung und in der Luftfahrt am konfliktreichsten zuging. Zu unbefristeten Streiks kam es aber nur in den Tarifkonflikten um das Kabinenpersonal zwischen der UFO und der Lufthansa sowie zwischen der UFO und der Eurowings/Germanwings. Im langfristigen Vergleich war das Jahr 2019 konfliktintensiver als im langjährigen Durchschnitt. Die Konfliktintensität lag im Schnitt von 22 analysierten Tarifkonflikten bei 10,8 Punkten. Für den Zeitraum von 2005 bis 2019 ergibt sich hingegen nur ein Wert von 9,5 Punkten. Seit 2005 gab es neun Jahre mit einer geringeren Konfliktintensität als 2019, aber nur fünf Jahre mit einer höheren.
