Arbeitspolitik in der Transformation: Soziale Härten vermeiden

Abstract

Wegen der langen Dauer der digitalen und ökologischen Transformation (bis 2050) müssen stabile arbeitspolitische Leitplanken für mehrere Generationen von Beschäftigten entwickelt werden. Diese Leitplanken schließen eine vorausschauende Personalpolitik, den Aufbau von Ersatzarbeitsplätzen in besonders betroffenen Regionen, eine investive Arbeitsmarktpolitik, die Übergänge auf neue Arbeitsplätze erleichtert, und eine Modernisierung der Berufsbildung ein. Durch die Transformation gehen vor allem gut bezahlte Arbeitsplätze in der Industrie verloren. Angesichts der hohen Lohneinbußen bei einem erzwungenen Arbeitsplatzwechsel halten viele Beschäftigte an ihrem Arbeitsplatz fest und können dabei auch zu Gegnern der ökologischen Wende werden. Durch eine Erhöhung der Tarifbindung vor allem in den wachsenden Dienstleistungsbranchen und auch in den kleinen und mittleren Zulieferbetrieben der Industrie muss die finanzielle Absturzgefahr bei einem unfreiwilligen Betriebswechsel verringert werden.
