Die Entwicklung des Arbeitsmarktes in Nordrhein-Westfalen : eine Analyse auf regionaler Ebene

Abstract

"In dem Bericht wird die Arbeitsmarktentwicklung in Nordrhein-Westfalen in regional vergleichender Perspektive analysiert. Dazu werden zunächst in einem Überblick wirtschaftliche Eckdaten, die Bevölkerungsentwicklung sowie arbeitsmarktrelevante Informationen zu Nordrhein-Westfalen insgesamt als auch für seine sechs Regionen für die Jahre 1993 bis 2009 präsentiert. In einem nächsten Schritt wird die Beschäftigungsentwicklung in Nordrhein-Westfalen auf regionaler Ebene mit Hilfe eines ökonometrischen Schätzmodells für den Zeitraum 1993 bis 2008 untersucht. Mittels einer Shift-Share-Regression wird dabei zunächst die Bedeutung zentraler Determinanten der Beschäftigungsentwicklung ermittelt. Dazu zählen sowohl strukturelle Determinanten wie die regionale Branchenzusammensetzung, die Betriebsgrößen-, die Qualifikationsstruktur und das relative Lohnniveau als auch standortspezifische Faktoren. Basierend auf Daten aller westdeutschen Kreise wird die empirisch ermittelte Bedeutung dieser Determinanten dann mit den regional-spezifischen Ausprägungen verknüpft. Dadurch lassen sich Aussagen darüber treffen, inwiefern einzelne strukturelle Determinanten sowie standortspezifische Faktoren positiv oder negativ mit der regionalen Beschäftigungsentwicklung zusammenhängen und vom westdeutschen Durchschnitt abweichen. Insgesamt zeigen die empirischen Befunde für den Beobachtungszeitraum, dass die strukturellen Faktoren eine vergleichsweise geringe Bedeutung für die Beschäftigungsentwicklung in Nordrhein-Westfalen (und auch in Westdeutschland) hatten. Dahinter verbirgt sich auf regionaler Ebene jedoch eine große Spannbreite an Ausprägungen. Von weitaus höherer Bedeutung sowohl in Nordrhein-Westfalen insgesamt als auch in seinen Regionen sind siedlungsstrukturelle und kreisspezifische Standortfaktoren, wie die Ergebnisse der empirischen Analyse zeigen. Im Analysezeitraum von 1993 bis 2008 verzeichnete Nordrhein-Westfalen insgesamt einen durchschnittlichen jährlichen Beschäftigungsrückgang von 0,6 %. Damit unterscheidet sich das bevölkerungsreichste Bundesland nur sehr geringfügig von der Entwicklung in Westdeutschland. Da die multivariate Analyse der Beschäftigungsentwicklung auf der Basis von Kreisdaten durchgeführt wurde, erscheinen in Ergänzung zu der hier vorliegenden Landes- und Regionenanalyse zeitgleich mit diesem Bericht zwei weitere Berichte mit Bezug auf die Kreise bzw. kreisfreien Städte. Zum einen ein Materialband (IAB-Regional Nordrhein-Westfalen 05/2011) mit den Analysewerten für alle Kreise und Regionen Nordrhein-Westfalens, zum anderen ein Bericht mit einer Kreisanalyse für das Bergische Land (IAB-Regional Nordrhein-Westfalen 06/2011), da hier im Untersuchungszeitraum ein besonders starker Beschäftigungsrückgang erfolgte."
