Reducing precarious work in Europe through social dialogue : the case of France

Abstract

Ce rapport résulte d'une étude réalisée dans 6 pays (Allemagne, Danemark, Espagne, France, Grande-Bretagne et Slovénie) pour le compte de la DG emploi de la Commission européenne et présente le cas de la France. Après une revue de littérature sur l'emploi précaire, le rapport présente les écarts à l'emploi standard, défini comme le CDI à temps plein, en termes de protection de l'emploi, de protection sociale et d'insertion, de représentation et de mise en application. Afin d'étudier le rôle du dialogue social, au sens stricte ou dans un sens plus large, joignant d'autres acteurs aux partenaires sociaux, quatre études de cas sont présentées, dans des espaces identifiés comme « à problème » : le travail saisonnier dans l'hôtellerie-restauration, le temps partiel dans la grande distribution, le secteur de la propreté et celui des services à la personne.
