To Question the exemplarity of the human resources diversity policy of associations: The case of inserting people with disabilities into the labor market

Abstract

The aim of this article is to question the exemplary nature of the policy and management practices of the diversity of human resources of associations on the issue of integrating people with disabilities into the labor market. More specifically, have the associations adopted a human resources policy promoting the social inclusion of people with disabilities? Based on a study of five integration structures and three support structures for people with disabilities, the results show that associations encounter difficulties in implementing a diversity policy in accordance with their values. They find themselves caught between an economic logic (maintaining a balanced budget) and their social mission (supporting people with great social difficulty towards employment). The fact that associations are not "more or less exemplary" in this area (Ronzy, 2006) can be explained in large part, in the field of integration, by the lack of real autonomy of these structures to define them.-even their HR policy, and more specifically on diversity issues. Three tracks have been put forward at the end of this work: to set up a skills approach adapted to people with disabilities; to integrate the diversity dimension into the evaluation indicators of good associative governance practices; and to encourage the spread of social innovations.
