Wandel trotz Reformstau: Die Politik der beruflichen Bildung seit 1970

Abstract

Das deutsche Berufsbildungssystem ist im Wandel. Doch dieser Wandlungsprozess entfaltet sich nicht in großen Reformprojekten, sondern in Form von kleinen Schritten, die - über einen langen Zeitraum betrachtet - das System als Ganzes deutlich verändert haben. Das Buch zeichnet diesen Prozess des inkrementellen, aber transformativen Wandels im Zugang zu Ausbildung, ihrer Finanzierung sowie der Ausbildungsbeteiligung von Unternehmen nach. Darüber hinaus nimmt es aber vor allem die Politik der beruflichen Bildung im eigentlichen Sinn in den Blick und dokumentiert politische Debatten und Auseinandersetzungen zwischen Gewerkschaften, Arbeitgebern und staatlichen Akteuren während der letzten vier Jahrzehnte. Außerdem wird argumentiert, dass eine Berücksichtigung der Veränderungsprozesse im Bereich der Arbeitsbeziehungen zu einem besseren Verständnis der politischen Geschichte der beruflichen Bildung in Deutschland beitragen kann.
