Vermittlungsaktivitäten der PES in Zeiten von COVID-19

Abstract

Die Ausbreitung der COVID-19-Pandemie im Frühjahr 2020 hatte gravierende Auswirkungen auf die EU-Mitgliedsländer. Es gab kaum einen Wirtschaftsbereich, der nicht von den Maßnahmen zur Eindämmung der COVID-19-Pandemie betroffen war. Die arbeitsmarktpolitischen Akteure, darunter auch die nationalen Arbeitsmarktverwaltungen (Public Employment Service – PES), waren innerhalb kürzester Zeit gefordert, die bestehenden Vermittlungsprozesse an die Rahmenbedingungen anzupassen, die pandemiebedingt keinen bzw. einen eingeschränkten Kundenkontakt vorsahen. Vor diesem Hintergrund behandelt die vorliegende Studie einerseits die Frage, wie sich das Arbeitsmarktgeschehen in anderen EU-Mitgliedsländern seit Ausbruch der COVID-19-Pandemie darstellt und andererseits, wie die europäischen Arbeitsmarktverwaltungen auf die daraus resultierenden organisatorischen Herausforderungen in der Vermittlung reagiert haben. Aus diesen internationalen Erfahrungen wird nach Ableitungen für Österreich gesucht.
