Kollektivvertragsverhandlungen in Zeiten hoher Inflation

Abstract

Dieser Beitrag zeigt Lösungswege auf, wie in den Kollektivvertragsverhandlungen mit den aktuellen Herausforderungen umgegangen werden könnte, um einerseits die Reallöhne zu stützen und andererseits die hohe Inflation zu dämpfen. Zunächst wird die Inflationsentwicklung in Österreich mit jener im Euro-Raum verglichen. Anschließend werden die Beziehungen zwischen Löhnen und Preisen anhand der internationalen Literatur sowie die institutionellen Gegebenheiten für Lohnverhandlungen in Österreich beleuchtet. Als Änderungsvorschläge für die Lohnverhandlungen wird zunächst ein Umstieg von der rollierenden auf die laufende Inflation diskutiert, verbunden mit einer Kompensation für die Arbeitnehmer:innen. Anschließend wird auf die gezielte Nutzung von Einmalzahlungen eingegangen und als zusätzliche Orientierungsgröße für die Produktivitätsentwicklung auf die nominelle sektorale Bruttowertschöpfung verwiesen.
