Pflegevorsorge in den Gemeinden

Abstract

Aufgrund der demographischen Entwicklung steht die Organisation der Pflegevorsorge in den Gemeinden vor großen Herausforderungen. Auf Basis einer Befragung von Gemeinden analysiert der vorliegende Beitrag die aktuelle Situation der Pflegeversorgung in den Gemeinden und gibt einen Ausblick auf die Zukunft aus Gemeindesicht, um daraus den Handlungsspielraum der Pflegepolitik abzustecken. Demnach sind die Gemeinden zu wenig in die Bedarfs- und Entwicklungspläne der Länder involviert und betreiben keine systematische Bedarfsplanung. Sie sprechen sich für die Etablierung von regionalen Pflegeinformationsstellen mit Monitoringfunktion aus, um den Bürgerinnen und Bürgern eine Anlaufstelle zu bieten, aber auch um eine Informationsbasis für die Bedarfsplanung zu schaffen. Die Gemeinden sehen – neben der Finanzierungsfrage – im drohenden Arbeitskräftemangel im Pflegesektor eine wesentliche Herausforderung für die Zukunft.
