La crise de la politique agricole commune affectera-t-elle les exportations françaises de produits agricoles et agro-alimentaires ?

Abstract

[eng] The strong and weak points of french agriculture on the international market : which competitors and in what political context ? - French agricultural and food exports developped under the shelter of protection provided by the Common Agricultural Policy. This expert judgement does not seem questionable in spite of the uncertainty about the exact role of prices in this development. The pressures presently exerted on the CAP make keeping the status quo, in terms of agricultural protection very difficult and therefore highly unlikely. Are as result French agricultural exports threatened? Given the lack of sufficient research, it is difficult to settle this question. The partial information which are available suggest that for wheat, a portion of French production at least should be competitive. [fre] Les exportations agricoles et agro-alimentaires françaises se sont développées à l'abri de la protection fournie par la Politique Agricole Commune. Ce jugement d'expert ne semble pas contestable malgré l'incertitude qui demeure sur le rôle exact des prix dans ce développement. Les pressions qui s'exercent actuellement sur la PAC rendent très difficile et donc peu probable le maintien du statu quo en matière de protection de l'agriculture. Les exportations agricoles et agro-alimentaires françaises risquent-elles alors d'être remises en cause ? Faute de recherches suffisantes, il est difficile de répondre à cette question. Des informations partielles suggèrent qu'en matière de blé, une partie au moins de la production française devrait être compétitive.
