Abstract

Within EC and US, there exist deep internal disagreements about the futur of their agricultures. At the same time, they are in competition, not only one against the other, but also the two against the rest of the world. As a consequence, their attitudes visà-vis the agricultural GATT négociation are divergent and contradictory. The Blair House pre-agreement could be a first step towar a kind of world common agricultural policy. However, if a coordinated supply management, as implied by this agreement, can stabilize markets, it may also deprive deve- lopping countries of any possibility of indépendant agricultural policy for a long time in the futur.
