Denken Lehrkräfte anders über die Bildungspolitik als die Gesamtbevölkerung? - Ergebnisse des ifo Bildungsbarometers 2016

Abstract

Lehrkräfte sind ein zentraler Bestimmungsfaktor der Qualität eines Schulsystems. Sie sind Hauptakteure und Experten der Schulbildung. Gleichzeitig haben sie natürlich auch eigene Interessen, wenn es um die Gestaltung des Bildungssystems geht. Denken Lehrkräfte anders über Fragen der Bildungspolitik als die Gesamtbevölkerung? Das letztjährige ifo Bildungsbarometer hat gezeigt, dass sich die bildungspolitischen Meinungen von Eltern überraschend wenig von denen der sonstigen Bevölkerung unterscheiden. Ganz im Gegenteil dazu zeigt die diesjährige Befragung, dass Lehrkräfte zum Teil grundlegend andere Ansichten haben. Im Gegensatz zur Gesamtbevölkerung befürworten Lehrkräfte mehrheitlich höhere Lehrergehälter und die Verbeamtung von LehrerInnen, lehnen aber mehrheitlich ein Ganztagsschulsystem, den Unterricht von Kindern mit Lernschwächen in Regelschulen, den Einsatz von Quereinsteigern im Lehrerberuf und Gehaltszuschläge für gute Lernfortschritte oder in Fächern mit Lehrermangel ab. Lehrkräfte geben den Schulen in ganz Deutschland schlechtere Noten als die Gesamtbevölkerung, den Schulen vor Ort hingegen bessere. Es gibt aber auch Übereinstimmungen, etwa bei der mehrheitlichen Zustimmung zu Aufnahmeprüfungen beim Zugang zum Lehramtsstudium, zu deutschlandweit einheitlichen Vergleichstests, zur freien Gestaltung des Unterrichts, zur Autonomie von Schulleitungen bei der Einstellung von Lehrkräften, zur Aufteilung auf weiterführende Schularten erst nach der sechsten Klasse und bei bildungspolitischen Fragen außerhalb des Schulsystems. Auch gibt es in beiden Gruppen große Zustimmung für eine Fortbildungspflicht für Lehrkräfte, wobei die Gesamtbevölkerung Fortbildungen außerhalb der Unterrichtszeit bevorzugt, Lehrkräfte hingegen während der Unterrichtszeit.
