Regionenmatching im Rahmen der Evaluation der Experimentierungsklausel des § 6c SGB II: Methodische Vorgehensweise und Ergebnisse

Abstract

Wir führen ein Regionenmatching durch, welches für alle Kreise in Deutschland die nächsten Nachbarn bestimmt, die ähnliche regionale Rahmenbedingungen für die Länge individueller Arbeitslosigkeitsphasen der SGB II Zielgruppe aufweisen. Die Analysen basieren auf umfangreichen Individualdatenbest änden des Institutes für Arbeitsmarkt- und Berufsforschung (IAB), aus denen wir individuelle Arbeitslosigkeitsphasen berechnen. Diesen werden alle für uns verfügbaren Regionalindikatoren der Bundesagentur für Arbeit sowie des Statistischen Bundesamtes hinzugespielt. Mit Hilfe eines mikroökonometrischen Modells ermitteln wir alle individuellen und regionenspezifischen Determinanten, die einen Einfluss auf die Länge der Arbeitslosigkeit haben. Unser Regionenmatching basiert auf diesen relevanten Regionalvariablen und berücksichtigt weiterhin, wie stark ihr Einfluss ist. Häufig sind die so gefundenen nächsten Nachbarn auch geografisch benachbart.
