Sozialtransfer und Arbeitsangebot

Abstract

In diesem Beitrag untersuchen wir die Wirkung einer veränderten Regelung für Sozialhilfe auf das Arbeitsangebot. Die unterstellte Neuregelung zeichnet sich dadurch aus, daß der implizite Steuersatz für das Arbeitseinkommen von Transferempfängern von derzeit 100 vH auf einen niedrigeren Wert gesenkt wird. Zwar nimmt das Arbeitsangebot derjenigen zu, die bisher Sozialhilfe empfangen haben. Aber der Kreis der Transferempfänger wird erweitert, da die Neuregelung auch für Haushalte gilt, die bisher keine Transfers erhalten haben. Sie können ihr Arbeitsangebot senken. Wir zeigen, daß der Gesamteffekt auf das Arbeitsangebot völlig unbestimmt ist, wenn die neue Transferregelung die Grenze erhöht, bei der ein Haushalt durch Transfers oder durch Arbeit allein das gleiche Einkommen erzielt. Entscheidend für die Veränderung des gesamten Arbeitsangebots ist nicht nur das Anpassungsverhalten derjenigen Haushalte, die unter der Neuregelung dasselbe Einkommen mit geringerem Arbeitseinsatz realisieren können, sondern auch der Haushalte, deren Arbeitseinsatz unter der alten Regelung der neuen Gleichstandsgrenze am nächsten kam. Die Ergebnisse werden anhand einer Simulation verdeutlicht.
