Globalisierung in der Wirtschaftskrise: wie sicher sind die Jobs in Deutschland?

Abstract

Die globale Wirtschaftskrise hinterlässt ihre Spuren zunehmend auch auf den internationalen Arbeitsmärkten. Angesichts dramatischer Nachfrageeinbrüche auf den globalen Märkten für Güter und Dienstleistungen stehen Produktionskapazitäten und damit die Beschäftigung in den meisten Unternehmen auf dem Prüfstand. Im günstigsten Fall können gut aufgestellte, international wettbewerbsfähige Unternehmen ein konjunkturelles Zwischentief auf ihren Märkten ohne nachhaltige Schäden überstehen: Sie sichern erst einmal mit Überbrückungsmaßnahmen wie dem Abbau von Arbeitszeitkonten, der Reduzierung von Zeitarbeit oder der Nutzung arbeitsmarktpolitischer Instrumente, insbesondere der Kurzarbeit, den Unternehmensbestand und damit den Kern der Arbeitsplätze. Denn die Stammbelegschaften stellen ein wertvolles Unternehmenskapital dar, das in der kommenden Aufschwungphase gebraucht wird. Im Fall einer längeren Abschwungphase kann allerdings trotzdem eine Neubewertung der Unternehmensstrukturen notwendig werden und ein Beschäftigungsabbau die Folge sein.
