Zum Einfluss der Konjunkturpakete auf die Investitionen des Staates

Abstract

Ende 2008 hatte die Bundesregierung Maßnahmen ergriffen, um die Konjunktur zu stützen; Anfang 2009 wurde ein zweites Konjunkturpaket beschlossen. Die beiden Konjunkturpakete beinhalten u.a. eine Aufstockung der Investitionen des Bundes sowie beträchtliche Anreize für die Länder und die Gemeinden, ihre Investitionen auszuweiten. Es war beabsichtigt, Investitionen in Höhe von insgesamt mehr als 19 Mrd. Euro anzustoßen und so zu erreichen, dass die öffentlichen Investitionen in den Jahren 2009 und 2010 zusammen um rund ein Viertel höher als sonst sind. Tatsächlich wurde im Frühjahr 2009 prognostiziert, dass die Bauinvestitionen preisbereinigt um 8 bzw. 16 Prozent und die Bruttoanlageinvestitionen in jeweiligen Preisen um 11 bzw. 15 Prozent steigen.
