Haushaltskonsolidierung, Infrastruktur und Standortwettbewerb : Gutachten im Auftrag des Bayerischen Staatsministeriums für Wirtschaft, Infrastruktur, Verkehr und Technologie

Abstract

Im Auftrag des Bayerischen Wirtschaftsministeriums untersucht die Studie die Auswirkungen einer verbindlichen Schuldenregel ab dem Jahr 2020 auf den aktuellen Haushalt des Freistaates Bayern. Durch den Einnahmeausfall infolge der Wirtschaftskrise und die gleichzeitig gestiegenen Landesausgaben wies der bayerische Landeshaushalt im Jahr 2009 eine erhebliche Unterdeckung auf. Auch für die kommenden Jahre ist dies aufgrund der weiterhin geringen Einnahmen unter Vorkrisenniveau sowie steigender Zinslasten zu erwarten. Mit dem Gutachten sollte deshalb untersucht werden, welche Konsolidierungsmaßnahmen notwendig sind, um im Jahr 2020 einen strukturell ausgeglichenen Haushalt zu erwirtschaften. In diesem Zusammenhang musste zudem untersucht werden, welche Möglichkeiten zur Konsolidierung – sowohl auf der Einnahmen- wie auch auf der Ausgabenseite einem einzelnen Bundesland überhaupt gegeben sind.
