Evaluation zwischen Angebot und Nachfrage - Vom Ethos der Forschung und dessen Wirkung auf die Wissensmärkte

Abstract

Politisch vorangetriebene Mechanismen der Außensteuerung treiben Wissenschaftler in ein auch persönlich einkommensrelevantes Rattenrennen um Drittmittel und Impact-Faktoren, das die Bindung an das reine Ethos der Forschung im Sinne Mertons (1938) schwächt und die Wahrscheinlichkeit affirmativer Forschung erhöht, und zwar um so intensiver, je geringer die Bindung an das reine Ethos der Forschung wird. Bezogen auf Evaluationsforschung als Form angewandter Wissenschaft, die sowohl universitär wie außeruniversitär angeboten wird, tauchen dabei folgende Fragen auf: Welchen konkreten institutionellen Einflüssen ist Evaluationsforschung innerhalb und außerhalb der Universität jeweils ausgesetzt? Zu welchen spezifischen Konkurrenzverhältnissen kann es zwischen den Anbietertypen von Evaluationswissen kommen und welche Auswirkungen hat dies auf die jeweilige Wissensproduktion? Welche strukturellen Aspekte und Interaktionsdynamiken prägen die soziale Beziehung zwischen Auftraggeber und Auftragnehmer, und zwar sowohl für Anbieter innerhalb als auch außerhalb der universitären Wissenschaft? Zwecks Beantwortung wird wie folgt vorgegangen: Zunächst wird in einem kurzen Überblick die Frage der Unabhängigkeit der Evaluationsforschung kontextabhängig (universitäre versus nicht-universitäre Evaluationsforschung) diskutiert. Dann wird mit Hilfe empirischer Befunde das Problem der Berufs- bzw. Professionsethik von in der Evaluation tätigen Forschern aufgezeigt und am reinen Ethos der Forschung (Merton 1938) gespiegelt. Nachfolgend wird die soziale Beziehungen zwischen Auftraggeber und - nehmer mit Hilfe spieltheoretischer Überlegungen illustriert und mit Hilfe des in der Institutionenökonomik diskutierten Konzepts unvollständiger Verträge (vgl. Richter & Furubotn, 1999) in ihrer Interaktionsdynamik und in ihren wechselnden strukturellen Ungleichgewichten diskutiert, und zwar sowohl für die außeruniversitären Leistungsanbieter als auch für die universitären.
