Abstract

Die alles entscheidende Herausforderung für die Wirtschaftspolitik 2012 ist die Stabilisierung des Euroraums. Die bisherigen Versuche sind unzureichend, insbesondere da ihnen die allzu enge Interpretation als Staatschuldenkrise zu Grunde liegt. Tatsächlich handelt es sich um eine Vertrauenskrise in die Institutionen des Euroraums. Die Zeit drängt, da immer mehr Länder von der Krise erfasst werden, für die der Rettungsschirm nicht groß genug ist. Daher muss schon auf kurze Sicht die EZB stärker intervenieren. Um die Rezession im Euroraum zu mildern, sollten Länder mit Leistungsbilanzüberschüssen bereits in diesem Jahr eine expansive Fiskalpolitik betreiben. Die Staatsschulden der Euroländer sollten zumindest begrenzt gemeinschaftlich garantiert werden. Mittelfristig sollte ein Europäischer Währungsfonds die Überwachung der Leistungsbilanzen sanktionsbewehrt übernehmen.
