Wettbewerbs(des)orientierung. WWWforEurope Policy Paper Nr. 2

Abstract

Die Wettbewerbsorientierung bzw. Wettbewerbsfähigkeit wurde nach der Finanzmarkt- und Wirtschaftskrise abermals zum dominierenden wirtschaftspolitischen Leitmotiv in Europa. Die vorliegende Analyse behandelt die Frage, wieweit dies ökonomisch gerechtfertigt erscheint. Angesichts der nach wie vor in fast allen europäischen Ländern festzustellenden Dominanz der Inlandsnachfrage gerät durch eine einseitige Wettbewerbsorientierung das ökonomisch Wesentliche aus dem Blickfeld. Das gilt auch für den Abbau der Leistungsbilanzungleichgewichte vor allem im Euro-Raum, indem der Wettbewerbsfokus eine Überschätzung der Bedeutung der Warenexporte und von deren Preisen bei Unterschätzung von Gesamtnachfrage- und Vermögenseinkommensentwicklung mit sich bringt. Insbesondere mit einem verengten Blick auf "wettbewerbsfähige" Lohnstückkosten können weder die tatsächlichen Preissteigerungen noch die Exportentwicklung adäquat erklärt werden kann. Wie eine Zerlegung der inländischen Preisentwicklung in Lohn-, Gewinn- und Steuerstückkosten für ausgewählte Euro-Länder zeigt, hatte die Gewinnentwicklung in den acht Jahren vor der Wirtschaftskrise im Euro-Raum den größten Anteil an der Preissteigerung. Insgesamt zielen demnach die Reformen in der europäischen Wirtschaftspolitik mehr auf einen wirkungsmächtigen Mythos denn auf eine wirksame wirtschaftspolitische Strategie ab.
