Abstract

Pour préserver la vitalité économique des centres urbains tout en limitant les nuisances liées à la circulation des véhicules et aux conflits suscités notamment par leur stationnement, le transport de marchandises en ville (TMV) représente un enjeu essentiel dans l'aménagement urbain et un intérêt croissant de la part de l'ensemble des acteurs locaux. Que ce soient les collectivités, les opérateurs de transport, les chargeurs ou les destinataires, chacun, avec ses contraintes, ses objectifs et ses points de vue, tente de trouver une réponse aux questions d'ordre économique, social ou environnemental soulevées par l'approvisionnement urbain et difficiles à concilier. En dépit des avancées substantielles permises par de nombreux travaux tant en termes de prise de connaissance que d'aide à la décision sur la logistique urbaine, il subsiste de la part des acteurs locaux une compréhension partielle des enjeux, une connaissance limitée du domaine par et sur les territoires urbains aux différentes échelles de la décision et de la mise en œuvre, et une certaine impuissance devant la complexité de la situation dans laquelle ils se trouvent. Du point de vue des collectivités, cela se traduit bien souvent par un manque d'initiatives pour proposer une politique cohérente à l'échelle d'une agglomération pour le moyen et le long terme. Ce qui fait défaut, selon les auteurs, c'est la disposition d'un outil d'aide à la décision qui permette de simuler l'impact, sur le plan de l'économie, de la congestion ou de l'environnement, d'une politique globale et généralisée en matière de déplacements de marchandises menée à l'échelle d'une agglomération. Le projet SILOGUES s'inscrit dans l'objectif de pallier ce manque, en proposant la construction d'une plate-forme de décision fondée sur les dernières avancées en termes de modélisation et de connaissance de la logistique urbaine. Le projet a pour but de définir un cadre méthodologique au travers duquel peut être simulé l'impact de diverses politiques urbaines sur le transport de marchandises en ville.
