Abstract

Terrorism is a premeditated act in order to create a climate of terror and to influence the international or national policy. The immediate costs of the terrorist attack are very difficult to calculate, because theirs economic consequences are in the short, medium and long runs. There are a lot of indirect costs of the September attack against the Twin towers, which conduce to an aggravation of the recession, new budget choices, new strategic and tactic arms and defence systems. Moreover, this attack is the principal cause of the war against global terrorism, the speculation on petroleum and energy and insecurity of the international system.
