Abstract

The military capabilities of states are no longer the main factor of power on the international scene. Economic considerations have become more important, as has the science of communication aimed at States and public opinion. The economic weapon is likely to replace weapons in the will to power of States, in connection with "soft power". The nature of arms production has changed and the links with civilian technologies have been strengthened. Nevertheless, the weight of armaments often plays an essential role in the development of new technologies, especially information technologies. Under these conditions, nuclear weapons and weapons of mass destruction have not yet found their application in sub-war conflicts. On the other hand, the importance of terrorism must increase, while for regular armies non-lethality is often retained as an important criterion of their application.
