Pour une approche instrumentale du développement stratégique des organisations publiques : le cas d'une université française pluridisciplinaire de taille moyenne

Abstract

Depuis plusieurs années, le paysage de l'enseignement supérieur français connaît des évolutions décisives. En particulier, après avoir du faire face à un changement organisationnel majeur à partir de 2005 (dans le cadre du processus européen d'harmonisation des diplômes ayant conduit à la mise en œuvre du système Licence - Master - Doctorat), les universités sont actuellement interpellées sur l'évolution de leurs pratiques de gestion (en termes de budget global, de pilotage des ressources humaines, de gestion patrimoniale) comme elles l'ont été début 2008 s'agissant de leurs mécanismes de gouvernance (et en particulier de la rénovation de leur conseil d'administration). Dans ces conditions, l'analyse des universités, considérées comme champ de recherche à part entière des sciences de gestion, constitue à la fois une opportunité significative pour interroger à nouveau le thème de la politique générale, ainsi qu'une occasion de se réapproprier, en tant que stratégistes, la question du gouvernement des organisations publiques. Si la poursuite de la mise en œuvre de la loi du 10 août 2007 (relative aux libertés et responsabilités des universités) ne manquera pas d'orienter le développement à venir des organisations publiques universitaires, une question préalable se pose néanmoins dès à présent : comment caractériser la stratégie d'un établissement d'enseignement supérieur ? C'est sous l'angle de l'étude des interactions entre instrument de gestion (le contrat quadriennal d'établissement) et organisation publique (le cas d'une université française pluridisciplinaire de taille moyenne) que le présent article envisage la question de la qualification du management stratégique universitaire.
