Le retour à l'école

Abstract

Studies concerned with youth education and their labour market activities usually refer to the concept of transition as a situation where young people leave school to enter into the labour market. This concept suggests a one-way transition, but there can be many more types of transition. For example, it is not unusual to observe students working while in school. If many leave school with or without a high school diploma to enter full time into the labour market, some of them eventually return to school to either finish high school or pursue post secondary education. In this study, we use the Statistics Canada's School Leavers Survey and its Follow-up to study the determinants of those dropouts who decided to return to high school. Personal and socio-economics characteristics, and institutional variables are among the determinants of return to schooling considered in our econometric analysis. More precisely, the institutional variables retained include minimum wages and labour market conditions. Les études s'intéressant à l'éducation des jeunes ainsi qu'à leurs activités sur le marché du travail font souvent référence au concept de transition de l'école au marché du travail. Ce concept suggère qu'il s'agit d'une transition dans une seule direction, c'est-à-dire d'un mouvement qui s'opère du système d'éducation vers le marché du travail. Cependant, il existe une multitude de transitions possibles. Certains jeunes commencent à travailler lorsqu'ils sont encore aux études. Certains entrent officiellement sur le marché du travail et, plus tard, poursuivent des études tout en travaillant. D'autres individus, quant à eux, arrêtent complètement de travailler afin de parfaire leur éducation, pour ensuite retourner sur le marché du travail. Le concept de transition entre l'école et le travail devrait donc être employé afin de reconnaître les nombreux mouvements qui existent entre le monde de l'éducation et celui du marché du travail ainsi qu'à l'intérieur de ces deux mondes. Cette étude s'attarde particulièrement aux déterminants du retour aux études. Pour cela, nous avons utilisé l'enquête auprès des sortants de 1991 de Statistique Canada combinée à l'enquête du suivi auprès des sortants de 1995 de Statistique Canada. La modélisation du processus décisionnel des individus face à l'abandon et au raccrochage scolaire est un exercice important suggérant l'influence des caractéristiques personnelles, socioéconomiques ou institutionnelles, sur des décisions primordiales pour l'avenir du capital humain au Canada.
