Análisis de diferentes medidas de la eficiencia investigadora y factores explicativos en las universidades públicas españolas

Abstract

En los últimos tiempos se ha renovado con una cierta intensidad el debate en el ámbito de la Educación Superior en torno a temas como la Gobernanza, Financiación y Productividad Científica de las universidades. Lo anterior incrementa la posible oportunidad del presente trabajo dado que su objetivo básico va a estar constituido por la evaluación de la eficiencia investigadora de las universidades públicas españolas. Para conseguir dicho objetivo básico se ha utilizado como metodología de soporte el DEA (Data Envelopment Analysis), la cual mide la eficiencia relativa de las unidades de decisión, en este caso de las 48 universidades públicas españolas durante el curso académico 2006-2007. En concreto, vamos a medir la producción de investigación en función de los recursos humanos disponibles, para lo cual pondremos en relación diferentes outputs (tesis doctorales aprobadas, documentos científicos recogidos en revistas indexadas, tramos de investigación, número de proyectos de investigación o financiación concedida a estos proyectos, patentes e ingresos artículo 83) con un solo input, el número de profesores equivalentes a tiempo completo. Aunque el objetivo básico sea el de la evaluación de la actividad investigadora, se añaden una serie de objetivos complementarios que aportan una cierta diferenciación del presente estudio sobre trabajos que abordan el mismo objeto de análisis, que serían los siguientes: 1. Analizar la sensibilidad de la eficiencia a la consideración como outputs únicamente aquéllos relacionados con la investigación básica o incluyendo también aquellos más relacionados con la tercera misión de la universidad o la transferencia de resultados de la investigación a la sociedad. 2. Analizar posibles factores explicativos de la eficiencia investigadora, tales como tamaño y nivel de especialización de las universidades. 3. Analizar la posible relación entre eficiencia docente e investigadora. 4. Analizar la posible similitud o discrepancia de los resultados del presente estudio con los obtenidos por otros trabajos, concretamente los del Grupo Scimago (2007), Buela-Casal (2008) y Buesa et al (2009).
