Auswirkungen der COVID-19-Krise auf die beitragspflichtige Lohnsumme 2020 bis 2024

Abstract

Die zur Eindämmung der COVID-19-Pandemie ergriffenen restriktiven Maßnahmen führten zur tiefsten wirtschaftlichen Rezession der österreichischen Nachkriegsgeschichte. Dieser Bericht quantifiziert diese Krise hinsichtlich der Entwicklung der beitragspflichtigen Lohnsumme in Österreich in den Jahren 2020 bis 2024 und analysiert verschiedene Mechanismen, die diese Wirkungen vermitteln. Nach den Ergebnissen war bis 2021 die Beschäftigungsentwicklung für die Entwicklung der Lohnsumme deutlich wichtiger als die Lohnentwicklung, danach sollte die Entwicklung der Löhne die weitere Entwicklung der Lohnsumme dominieren. Überdies war die Krise branchenmäßig stark auf Sektoren mit niedrigeren Löhnen konzentriert. Auf der individuellen Ebene verloren vor allem Niedriglohnarbeitskäfte ihren Arbeitsplatz.
