Wechselwirkungen zwischen Mindest- und Tariflöhnen

Abstract

Minimum wages and collective bargaining systems affect wage inequality in different ways but their interaction depends strongly on the architecture of national pay setting institutions. While statutory minimum wages particularly influence the wage distribution in the lower segment, collectively negotiated wages tend rather to influence the distribution in the middle segment. The correlation of the level of minimum wages and the collective bargaining coverage tends to be small. Depending on the overall pay setting architecture, minimum wages may evolve to have diverse impacts on the collective wage levels. We identified a total of six country-types with different relationships between minimum wages and collective bargaining and their impact on wage inequality. Germany was classified as a hybrid model in which, due to the lack of a dominant model, elements of various models are combined within the same economy.
