Gewerkschaftsansätze zur lohnpolitischen Koordinierung in der Eurozone

Abstract

Im Vorfeld der Europäischen Wirtschafts- und Währungsunion (EWWU) haben Gewerkschaften in Europa begonnen, ihre Tarifpolitiken transnational zu koordinieren. Ziel dieser Initiativen war die Bekämpfung des kompetitiven Lohndrucks, der durch eine gemeinsame stabilitätsorientierte Geldpolitik ansteigen würde. Gewerkschaften nehmen darüber hinaus als tarifpolitische Akteure eine Schlüsselrolle bei der Vermeidung von makroökonomischen Ungleichgewichten in der Eurozone ein, die als eine der Ursachen der gegenwärtigen "Euro-Krise" gelten. Im Zentrum der Analyse steht das Spannungsverhältnis zwischen dem Ziel der Vermeidung des Lohnwettbewerbs und dem Ziel einer stabilen wirtschaftlichen Entwicklung in der EWWU. In einer empirischen Untersuchung wird erstens die Effektivität der gewerkschaftlichen lohnpolitischen Koordinierung im Metallsektor in Belgien, den Niederlanden und Deutschland seit Beginn der 1980er-Jahre bis 2008 analysiert und zweitens die Vereinbarkeit der gewerkschaftlichen Lohnkoordinierung mit dem Ziel des stabilitätsbasierten Wachstums der Europäischen Kommission getestet. Die Befunde zeigen, dass die transnationale Tarifkoordinierung in ihrer Wirkung begrenzt bleibt und Lohnwettbewerb nur zum Teil vermieden werden kann. Das gewerkschaftliche Koordinierungsziel steht nicht im Gegensatz zu den stabilitätspolitischen Zielen der Kommission.
