Regional development gaps in Argentina: A multidimensional approach to identify the location of policy priorities

Abstract

Spatial inequalities within Latin American countries have historically attracted the interest of academics, policy‐makers, and international agencies. This paper aims to provide a multidimensional diagnosis of provincial development gaps in Argentina, in order to identify the location of policy priorities. Therefore, we built a large database, which covers seven development dimensions, and applied multivariate analysis techniques to overcome some analytical limitations of previous studies. Results show the stability of provincial development gaps between 2003 and 2013 and some heterogeneity within geographic regions. Instead, cluster analysis offers a better classification of Argentine provinces according to their development gaps, which can help the government to prioritize the places where development policies are strategic. Las desigualdades espaciales dentro de los países de América Latina han atraído históricamente el interés del sector académico, de los políticos y de los organismos internacionales. Este artículo tiene por objeto hacer un diagnóstico multidimensional de las deficiencias en el desarrollo provincial en Argentina, a fin de determinar la ubicación de las prioridades políticas. Para ello, se construyó una gran base de datos que abarcó siete dimensiones del desarrollo y se aplicaron técnicas de análisis multivariante para superar algunas limitaciones analíticas de estudios anteriores. Los resultados muestran la estabilidad de las diferencias de desarrollo provincial entre 2003 y 2013 y cierta heterogeneidad dentro de las regiones geográficas. En cambio, un análisis de conglomerados ofreció una mejor clasificación de las provincias argentinas en función de sus diferencias de desarrollo, lo que puede ayudar al gobierno a priorizar los lugares donde las políticas de desarrollo son estratégicas. ラテンアメリカ諸国間における空間的不平等は、従来、学者、政策立案者、国際機関から注目されている。本稿では、アルゼンチンにおける州地方の開発ギャップを多次元的に評価し、政策的優先度の高い場所を特定する。そこで、7つの開発次元をカバーする大規模なデータベースを構築し、既存研究におけるいくつかの分析上の限界を克服するために多変量解析法を採用する。結果から、2003年と2013年の間の地方の開発ギャップが一定的であることと地理的範囲内でいくつかの不均一性があることが示された。クラスター分析は、むしろアルゼンチンの各州をその開発ギャップに応じてより適切に分類するものであり、政府が、開発政策が必須である優先度の高い場所を見極めるのに有用である。
