Das Mannheimer Grundsicherungsmodell - der Weg zu einer effizienteren und gerechteren Grundsicherung ohne Absenkung des Arbeitslosengeld II-Niveaus

Abstract

Wie lässt sich die Grundsicherung in Deutschland effizienter und gerechter ausgestalten, wenn das Arbeitslosengeld II aus politischen Gründen nicht generell gesenkt werden soll und keine zusätzlichen unteren Lohngruppen durch die Tarifpartner vereinbart werden? Das Mannheimer Grundsicherungsmodell setzt auf die konsequente Einforderung der Arbeitspflicht für alle Arbeitsfähigen durch verpflichtende gemeinnützige Arbeit und gleichwertige Anerkennung ehrenamtlichen Engagements bei intensiver Jobvermittlung und Fallbetreuung, konsequenter Sanktionierung von Arbeitsunwilligkeit und Möglichkeiten der Förderung durch zeitlich befristete Arbeitnehmer- und Arbeitgeberzuschüsse. Die Menschen sollen – wissend um die jeweiligen Auswirkungen – künftig autonom und selbstverantwortlich entscheiden. Vorgeschlagen wird eine ?Mehr Selbstverantwortung, mehr Anreiz?-Strategie. Die vorgeschlagene Reform der Grundsicherung sollte ergänzt werden durch Maßnahmen zur Steigerung der Arbeitsnachfrage der Unternehmen – durch Kostenentlastungen für gering qualifizierte Arbeit.
